H.E. Dr Or Vandine

In 1979, I was a young girl volunteering in Cambodia’s first immunization programs in remote areas… at a time when our country had very few health professionals.

I became a medical doctor in 1988, serving at Siem Reap Provincial Hospital—facing malaria, mine injuries, and countless challenges—but determined to serve my people.

In 1994, I became the first Cambodian woman awarded a Fulbright Scholarship, earning my Master of Public Health at Yale University. Returning home, I helped rebuild health services, established key departments for disease control, and led efforts against AIDS, tuberculosis, and malaria.

Since 2019, as Secretary of State for Health, I have served as Cambodia’s spokesperson during COVID-19, committed to saving lives and protecting our communities.

From a young volunteer to a national health leader, my journey is one of resilience… vision… and unwavering dedication to the Cambodian people
